Transformation of investment priorities in health determinants 

Marc Lalonde, in the report that bears his name (1974)  revolutionised structural approaches, policy and priorities for investment and public health, first in his own country, and then globally via the Health for all programme of 2000 promoted by WHO. Lalonde showed the mismatch in the distribution of health budgets allocated to each of the four determinants for health and sickness (human biology, lifestyles, environment and healthcare system) and proposed a realistic redistribution to prioritise primary assistance.

He suggested significantly reducing the budget for the healthcare system (from 90 to 11%) and increasing the budgets for human biology (from 8 to 27%), the environment (from 1.5 to 19%) and, above all, for what he called “lifestyles” (from 1.5 to 43%).
